Except for the invitational once per year, or Buddy rallies, the answer is 
"yes," if the event is a WBCCI/VAC sanctioned rally.

It is a part of WBCCI - called an "intraclub."   There are several such 
clubs, but VAC is the most active and, I expect, the largest.
