 That 1K resistor apparently is the "on bias" power supply. It seems
like there should be an "off bias" resistor on each transistor between
base and emitter. If there isn't, then perhaps the transistor is simply
leaky and should be replaced?

Or, you could ignore the thing, I don't think that most work all that
well anyway. (from what I read and my own personal experience)
