 If that's the original furnace, it has a standing pilot light that must
be lit manually. If you have the pilot lit, you would have more than "a
pretty strong level of confidence that Propane is reaching the unit",
you'd be CERTAIN.

If the pilot is lit and the main burner won't come on when the blower is
running, it might well be the "sail switch". This is a flap that hangs
in the air stream to "prove" that the air is actually moving. A blower
that's running too slow (low voltage?), a plugged outlet, or a
bad/misadjusted switch could cause such failure.
