 I'm not sure that a major restoration is ever really cost-effective in
terms of $$$, you need to justify it in other ways. :-)

If your chassis can be moved, take it to some welding shops to see if it
can be repaired or rebuilt. Or, buy a welder and have at it yourself.
That frame really isn't that complicated.
