That plate is a skid to save the rim when the tire goes flat. Makes it
easier to jack up the trailer and prevents damage to the underbelly. The
skid might occasionally hit rocks but it will slide over them. That skid
is a safety feature, not a quite a liability, to give the single axle
trailer a bit of the stability of the dual axle trailer when a tire
goes.
