The new valves are not that expensive.  It's when you add the labor to
change them out that you get the near $35.00 per tank charge.  Still, that's
not expensive.

I suppose states could "opt out", but you have to remember that LP tank
regulations are a U.S. Dept. of Transportation rule, particularly where they
are used in interstate transport.  You might still get old tanks filled in
AL, but what are you going to do when you are out of state?

OPD valves have been around for a while now, so I doubt that you'll see much
decrease in the price.
