Polly,
I find it hard to believe that there would be a flasher can and on/off
switch mounted somewhere that you would be unaware of.
Most likely you have something funny going on with 12v from your Battery
Charge Line (Blue) shorting across to the Trailer Running Lights wire
(Green) - probably up at the hitch plug connector.  Another spot might
be back at the splice point aft of the A-Frame tongue chassis under a
little access plate in the belly pan.
