Polly,
If the '64GT is like a '65GT, there is a cartridge type 40AMP fuse
between the battery and the city/battery "Lights" power switch.  If it
was corroded or blown, your 12 volt interior lights wouldn't work. 
There is a similar fuse for the pump.  They are on a twin fuse block
mounted near the battery, usually on the "Power Center" Control Box w/
the switches.
