It's a fiber optic device (with fiber optic cables going to each of the stop
lights on your trailer).  It is simply designed to allow the driver to
confirm that the left and right stop lights are functioning.  Pretty high
tech for the 70's.

Since the device pipes the light from the tail light, it is completely
passive (draws no power).  You can ignore it, put some black tape over it,
or use it as I do for some additional peace of mind.
