On a number of Airstreams I've successfully sealed the belly pans by
tightly securing any loose places with new rivets then any gaps or holes
I use spray expanding foam. Even where the frame enters & exits the
belly pan. Once the foam cures it can easily be trimed with a knife.
Mice can have deadly diseases so please be careful.
