You can buy a shaver for about $20 at this place:

Go almost to the bottom of the page and you will see the micro-stop tool. 
You will need a cutter bit to use with the micro-stop holder. It takes any 
cutter with a 1/4-28 thread.  I use a flat cutter and adjust the micro-stop 
to cut the rivet shank flush with the rivet head...works good. I couldn't 
find the cutter on their site but if you call them they can tell you what 
you need.
