[VAC] Horizontal tanks and OPD Valves

When this came up last year, someone mentioned that horizontal lpg tanks
were exempt, for the time being, from the OPD valve mandate... is this still
the case? Being that the horizontal tank is 'correct' for the '48 Trailwind,
and Worthington makes a very nice 40lb horizontal aluminum tank...
