[VAC] BS Rally

I think that Tryke has a good simple idea with an annual rally in Bill's
honor.  I would like to suggest that the name be more in Bill's style.

This leaves room for interpretation and the story telling that is sure
to follow.  I think this would envoke more smiles then not. (course
that's what I get for thinking).
