[VAC] Best toilet use

My 66 Safari is more or less permanently installed in an Oceanside park.  A 
neighbor of mine lived in an Airstream back in the 60's.  He told me that 
even though there is a full hookup, it is wise to close the toilet valve 
and let the tank fill about 2/3 of the way up . . . then flush it and begin 
again.

Is there any basis for this approach?
