[VAC] Dump Valve - 63 Globetrotter

Hi H. Spies,

You asked about loosening up an extremely stiff dump valve on your 1963. When you find a solution
that lasts, rattle my cage, would you? Last year, before we left the northeast for warmer weather in
the southwest, my 1963 Flying Cloud was going through the same symptoms. With time running out, I
just buttoned it up and said, "I'll deal with that next year." Next year is now here.
