If these things are like a car version of shoes for braking, there will be a
slot that can be used to turn the star gear (thing that adjusts the brakes, on a
car when you back up, on the trailer, some are also automatic some are manually
adjusted), There is a special tool that can be had for adjust brakes in this
manner, I've always just used a good screw driver for the task, others can reply
about the folly of my ways.

Anyway this start gear can be turned manually to relieve the pressure on the
brake shoes, assuming the electric current is off.

Also if the there is a significant groove worn into the drum, you may have fun
trying to get it off even without the pressure of the shoes, the back edge of
the drum will want to hang up on the back edge of the shoes.
