Jeff,
 You remove the cotter pin and nut from the outside of the wheel. If you
can wiggle the wheel a bit, the outer bearing will fall out into your
hands, KEEP IT OUT OF THE DIRT!!

Then, try to wiggle the wheel back and forth, you should eventually be
able to remove it. It'll help if you leave the wheel on the drum, but
you may not be able to remove it from the wheel well if you do. I think
you said that the wheel is locked up only when backing up?

Basically, you'll use a combination of finesse (wiggling the wheel) and
brute force. Be sure you have it on a solid jack before really reefing
on things.
