Joy-

I had noticed the self-venting cap on my water fill line also.  I
disconnected the entire piece from the trailer and found that over the years
the screw cap had mated to the underside of the cap. (I could blow on the
pipe and no air escaped)

-So I ran a separate vent line--just as a precaution.
