I'm not trying to tell you how to do the job.  I haven't seen your tank
installation and you have but normally, the bolts and nuts you describe
should not have to be removed in order to remove the tank cover.

The holding tank cover's upper edge is folded outward from the vertical
which forms the surface which mates with the underside of the rear
compartment floor.  I think we learned in an earlier series of posts that
your tank cover flange edge is attached to the trailer floor with wood
screws.

Some trailers have the rear side of the tank cover flange slipped under the
sheet metal strip at the rear of the tank which lies on top of the frame and
extends forward 1" or so from the point where the rear body rests on the
frame and plywood floor to support the floor and to the rear about 3" to
provide a top to the rear bumper compartment.

Are the square nuts you are having so much difficulty with recessed in a "c"
or "u" channel about 2" wide?  If so, those bolts and nuts hold the rear of
the body shell to the plywood floor and the c or u channel below provides a
stiff mounting point.  Those nuts and bolts should not have to be removed.
