Mary,

Swamp coolers are evaporative cooling units that spray water over a rot
proof excelsior type of material and push/pull air over the wet medium. 
They only work at a relative humidity below about 10%.  They are quite
nice until you get out of the desert, at which point they only add
humidity without noticeably reducing temperature.
