It sounds to me like the paint isn't drying or curing because of the 
humidity and the binder is separating from the paint.  Is the paint 
sticking to the walls or drying?  If it is the binder, I would check a spot 
to see if it is going to hold up by wiping it with a damp cloth (when the 
paint has dried of course.)  If it doesn't, you may be in for a stripping 
(paint, not people) party.  Good luck.
