[VAC] trailer sag

Hello all
I've got a recently purchased 31' 1970 sovereign.  I've read stuff about
trailer sag.  It appears that the rear bumper has some play in it and is
gooped up with caulking.  There isn't any separation between the underbelly
and the top.  Is this indicative of rear sag.  What are the hazards
associated with this?  I've read some threads regarding a metal bracket that
needs to be bolted to the frame inside the wheel wells after being on blocks
for 24 hours. Does the same remedy hold true for mine?  How would I get the
service bulletin and the repair parts?  Thanks.
