Hal, it can be a slow go before you 
succeed, but succeed you will. Let it
sit overnight and give capillary 
attraction time to do its thing with
the penetrating oil.

When you take the wrench to it next 
time, try wrapping one of those rubber
jar openers around the cap before 
your wrap the wrench's jaws around 
the rubber material. I like that 
method because I have more "feel" 
for how much strength to use. I don't
want to create a new problem by 
muscling a distortion into the neck.

If still no go, keep the pipe wrench
tight and lightly tap the handle with
your hammer. The goal is not to break
anything, but at the same time, give 
the cap enough of a shock to start 
movement in the threads.
