Thanks, Dr J. . I found some info about Strategic planing by the
Production War Board, and how they limited use of steel, cooper, and
Aluminum after the Germans attacked Poland in 1939.  The Board issued an
order M-1, regulating the use of those metals, on a volunteer basis at
first , then later in 1941 when we got involved after Pearl Harbor,  the
use of critical metals was very regulated.
