Wasn't that nice of them to give you a list 
of items for you to check out? Three propane
leaks are worthy of buying a little bottle 
of Leak Detect, use the dauber and see if
you get bubbles or if their list was bubbles.

As for replacing propane valves, let your 
fingers do the walking. At the very least,
get web sites of RV suppliers in Indiana 
(where salvage places outnumber McDonalds). 

If the HWH leaks and you have water in the
system, it won't take long to find wet 
carpet. As for repairing a HWH, nix that
idea. Buy a new one. Make it one with the
remote starter. Your honey will hug you
every time before and after she takes a 
shower. 
 
Your idea of a second opinion is as it 
should be. All service centers are not
created equal. Nine tenths of the work
I hire out is done by one man and he 
isn't even an RV Service Man. What he
does have is extreme common sense and 
exquisite mechanical insight. He's a 
one man operation and runs his own 
two bay garage and towing service.
