[VAC] Frame welding

The last  cross piece in my caravel  is fairly well rusted in an area (there
is a least one hole caused by rust) thanks to a long term water leak. I am
wondering if it is a good idea to break out the wire feed and weld a piece
of 2' angle a few inches away from it, forming another cross brace. This
would help also sturdy up the floor were there was some rot at the edge. ?
Is the frame tempered steel like modern truck frames?
Or is it just old fashioned mild steel?
I realize this may be overkill but I don't think it can hurt
