[VAC] Window worries

I wonder if anyone can tell me if some leakage into the "weep" holes of a window
frame is normal. I have spent the better part of my Safari ownership, dedicated
to removing old caulking, and reapplying new watertight seals.

Tonight, during a brief weekday visit, it happened to be raining very hard.
I searched for leaks (what better time?) but found none! That's a fine feeling.
Then I noticed a bit of a small puddle at the bottom of the window frame, near
the weep hole. I felt above it for moisture, but found none. This was apparent
at all windows with the fixed bottom panel frame.
(awning type double window w/fixed lower pane)

This probably is normal? I see some old original caulking at the joints of
the side and bottom piece of the frame itself. It's brittle, so I will fill
in this little area so the water will seep thru the frame.

One thing that surprised me was the noise the heavy raindrops made on the aluminum
vent tops! Wow! Like a caribbean steel drum. Does it rain at four AM?
