You've got an RV swamp cooler, aka evaporation cooler. Low energy usage, lightweight and works fine for dry climates. Need to just clean the pads and tray out now & then. Should have a water supply line and shut-off valve going up to a little pump in the base somewhere. The clear drain tube is for an overflow. RJ
