Nick,
 I suspect that the loosening of the bellyskin rivets over time is
'normal'. If the holes aren't wallowed out, you can simply replace the
rivets, otherwise drill them oversized before installing new ones.

I found that there were all too few rivets going through the skin and
into the frame members, it seemed that many just held skin panels to
other skin panels. I put many of the rivets into those frame members and
the bellyskin seems much more secure.
