There's rule of thumb that says the tongue weight should be 10%-15% of 
the trailer's weight. Having that ratio out of spec can produce the 
symptoms you describe--especially if you're using just a simple ball 
hitch. You might try to find a public scale so you can check those 
weights (total weight and tongue weight). Then if necessary, adjust the 
loading (fill or empty tanks, shift cargo backwards or forwards, etc.) to 
get the right balance.
