Couldn't you just disconnect the intake and output hoses, and replace them 
with shorter lengths, and pump from a jug or bucket into another jug or 
bucket?  I guess it wouldn't tell you whether you have sufficient pressure, 
or whether the demand shutoff is working, but should tell you if it's not 
pumping at all.
