Polly,
 That controller is mis-wired.

When I wired my lights and brake controller to the 'new' (to me) Dodge
truck, I referred to the shop manual which I had purchased in large part
with this in mind. Had to tap into wires in an 80-pin connector, and
there's no way in hell that I'd have figured it out w/o that manual.

Get it done right, by someone who knows what he's doing.
