[VAC] Hitch Replacement on Pipe Frame

Since I had this pipe frame AS towed home on a flat bed, I only just looked
at the hitch.  It is shot.  Has anyone ever cut off the frame and welded a
new hitch on?  Is that what I should do?  The old one looks to me like it's
welded right into the end of that pipe, not bolted in - duh, there's no
bolts.
