Joe, there is another option. many times the pump itself although new can 
leak through the internal check valves. This usually  happens especially 
on new installations but can happen at anytime. Make sure you have a 
pre-pump strainer/filter. Loose materials in the intake lines or tank can 
really make a surflo cycle. To clean the pump just remove the usually 6 
screws and bolts seperate the pump halfs and look for debris. look closely 
and lift the check flaps and filter screens reassemble and try it again,
