Sometimes you will hear a hum, but not always.  Like the good dr. said, the
best way is to spin the wheel.

The magnets pull towards the disk that is part of the drum/hub
magnetically and the drag on that disk then pulls on the brake shoe
actuating arm as the wheels rotate. You won't see or hear anything with
the drum/hub assembly off. Try jacking up the wheel and giving it a spin
then apply 12 volts. It should stop abruptly.

Or with the wheel jacked up, apply 12 volts to the brake and turn the
wheel forward. It should turn a little and then drag or lock. 12 volts
should be enough to lock the brakes hard.
