Bill,

The relief valve that Airstream included is ultimately a duplicate of 
the PTR valve in the water heater. Virtually no one including Airstream 
include them in modern RV's.
RV water heaters are designed to have built in expansion room. The water 
fittings at the back of the tank do not connect at the top thus leaving 
a space above the water in the tank for thermal expansion.
Regulators are still a definite must have. It is not uncommon to run 
across campground systems with 100 psi  at the tap. These days there are 
many different options both permanent and temporary are available. The 
most common is an inline regulator that can be attached at the spigot 
thus protecting the hose and the coach.
