That sounds to me like the anti glare anti UV film that is often put on 
the windows, and is inbetween the  two layers of the vista view windows 
and often gets bubbly and horrid. 

Right now I can't remember which years, but one type you have to break 
the interior window to clean it, another has a join in the inside 
aluminum holding frame and it can be removed so you can get the inside 
panel out and clean.   Maybe someone who has done it will chime in.
