Those large countersunk rivets are most likely the same rivets used on truck
camper shells to attach the lock to the rear lid and are also probably the
same as used on some Fords and Chevys to attach lock mechanisms to the door
edge skin.  I would probably try looking at auto dealer parts counters.  You
are going to need either a huge Mac/Snap-on compound leverage rivet gun or a
hydraulic.  I just bought my Mac hydraulic on eBay for $100, they cost
$320-380 new.  The compound leverage guns are the same price, but the
hydraulics are smaller than an air hammer without a bit.
