Thanks everyone for all this input on static shock with the Powerstroke.  
I now realize it's probably not a Powerstoke problem....

The truck in question does have the acrylic mouse-fur upholstery...so it 
would make sense it does not help the situation - and the truck is in 
dry-dry Eastern Washington farm country.

I do remember - now - about the carbon/tire concept.  Thanks again for 
jogging the memory and giving my friend a list of things to try.
