Harold,

The first thing to do would be to remove the old clear coat. The dull
areas and even some of the streaks are from the old clear coat. Many
use Aircraft Coating Remover to do this. It is readily available at
most automotive stores. Be careful using this stuff, don't get it on
your skin cause it will burn like the dickens, but it will not harm
aluminum. It can be sprayed on or painted on with a roller. Use the
aerosol for small or limited areas, but for an entire trailer go with
a roller. It only needs to stay on for less than fifteen minutes to do
the job, then rinse it off with a strong spray of water (careful where
you spray or you'll end up with water inside). Once the remover is
rinsed with water it is supposed to become inactive. Because it is a
little hazardous (use only in a well ventilated area) a lot of people
don't like to use it, and go with something more friendly, but there
is no doubt that it works. After all the clear coat is gone you'll
have a better idea of what problem areas need addressing.

When doing a general wash be sure to use a product that softens the
water, otherwise water marks will be left behind and they are hard to
get rid of in themselves.
