   I have a 1964 Globe Trotter with perhaps a different toilet than 
yours, but can answer part of your question.

   "Manual" toilet means YOU are the float valve.  You must turn on and 
turn off the water to begin and end each flush.  There is no automatic 
float valve that stops the water from running once a certain level is 
reached because, unlike your home toilet, your trailer toilet does not 
store water in a tank for each flush.  And Saniware smartly did not put 
a float valve in the bowl.  ;)   The toilet is not broken; you simply 
have to open and close the water valve each time to begin and end each 
flush.

    I can't help you with the metal clamp question.
