If you can find a WBCCI member who is going, and have them take you along as 
a "buddy", then go.  Otherwise, your only option is to join the WBCCI (and 
then the VAC) and get in all the fun.

Call your local group ( you can probably get a contact number from the WBCCI 
website) and ask about it.  Tell them that you are interested, but want to 
experience a rally before making a decision.  You may just get an invitation 
at that time.
