Jim,
Nearly every time I have multiple running/turn/brake towing lights out it is
a ground problem.  The running lights normally work as they pick up a ground
through the turn and brake lites.  Have you tried the running and turn
signals at the same time?  That's usually when everything quits or the
running lights start to flash.  If the connectors have in the unbilical have
been sitting for some time, the corrosion breaks a good connection.
Obviously if the tow vehicle lights work without the umbilical, there is no
fuse problem.  Most modern vehicles run the turn and brake circuits
separately.  Just my experience.....
