actually, I think that the ratio of incandescent to fluorescent 
candlepower to power consumption is quite a bit higher than your number.  seems
to me I saw an advert or one of our EEng on the list stating that the ratio was
closer to 12% (1/8) than 50% (1/2)

sounds reasonable in that teh efficiency of "cold" light is much greater than
that of an incandescent bulb which loses great amount of its juice to infra red,
etc than does the fluorescing bulb.

hope we can get a more technical answer on the list.
