What about cleaning the fiberglass with a dampened rag, then spraying a
*primer* that will "etch" into the flberglass.  Then finish it with the
final coat of aluminum spray paint.

I would *not* roughen the surface if it was mine.  I'd prepare the surface
"chemically" to accept the paint but not sand it for "tooth".
