If you don't want to replace the whole section of plywood, you could 
clean it up and try some vinyl base.  It is about three or four inches 
wide and glues to the wall.  It coves near the floor and might neaten up 
the appearance and make it easy to keep clean.  It is common in offices 
and industrial spaces.  Could be either a good temporary - maybe 
permanent fix.  You may have to score the plywood and remove the 
wrinkled layer to get a clean surface.  It is relatively cheap and you 
certainly could try it before going on the the more drastic and 
expensive solution of replacing the whole piece of plywood.
