Licensing varies state to state.

Here in Ohio, we can purchase 30 day temporary registrations (plates).

As far as insurance goes, im not sure if "temporary" insurance is 
available. However, you usually get a refund of the unused portion if you 
cancel a policy before it's renewal date. I would check with insurance 
agents on this one.
