As I recall, the IntelliPower is connected to the battery _through_ the
12V distribution panel.  If your 12V circuits function while plugged in to
shore power, and with the battery disconnected, then the IntelliPower is
probably OK.  I would look for a problem between the 12V panel and the battery,
most likely a fuse.

An electrical schematic would help you figure it out.
