A spinning rivet can also be the result of using a drill bit that is too sharp.
If you have a new bit drill a couple of holes in some scrap steel to take the edge
off, then baby the bit into the rivet head with gentle pressure.  The trick is to
get the drill to cut without grabbing the aluminum and torquing the rivet.  A
thinner bit to get a starter dimple ( not all the way through the rivet shaft)
will allow the proper sized bit to be gently applied without skidding into
(shudder) the surrounding skin.
