[VAC] flooring - redo plywood?

what if the current floor has already been
stripped down to the plywood and that plywood is
in "so-so" condition (well, it seems sturdy, but
not totally even throughout.. like, in a few
places the wood looks more ripped up than in
other places). i was wondering if i should take
ALL the old plywood out and re-do.. then put nice
flooring on top. i have to re-look to see how it
is matching up with the cabinets... but the
cabinets have to come out anyway. the interior is
a mess. someone already started gutting and tons
of parts are just laying around.
